[ukha_d] [OT] HTML Help

I've been learning about this HTML stuff and have a quick question.
If I want to create a page where all the info scrolls up when you move
down the page I do this using tables, if I want the heading and menu to
remain fixed I use frames.
Is this right and do all browsers support frames?
