Its not enforceable
it is a "voluntary" speed restriction
the 30mph is the legal limit, 20 is just preferable.
I am happy enough with that as, for a change, the 20 limits
tend to be in places where 30 is just too fast.
Unlike a lot of 50mph on motorways, that i just dont
understand.
