Not necessarily,

I received something from airborne express - package arrives on a monday -
ultra quick delivery from the states.  No mention of customs at all on the
package.  The following friday I got an invoice from airborn express saying
they had fast tracked the package through customs and automatically paid the
duty for me.  Oh and here was the bill that was now due.

I was quite annoyed actually as it seemed that customs didnt actually nab
the package (it was only 30 dollars worth of componants) but the carrier
automatically paid it 'on my behalf'

So I cant complain about airborne expresses delivery times, but if you use
them be prepared for what probably is a guaranteed customs charge.
