That is a bit odd, but dunno if it makes sense.
If my neighbour is suddenly going to overlook my property and/or block
all
the light out, then who else is going to complain apart from me?
Someone
down the road won't give a monkeys about _my_ property.
Fair enough for trying to stop ppl just causing trouble etc, but how do
you
distinguish between that and someone who has a genuine problem with the
plans?
