The planning officer is the only one who 'represents' you and the
local area. He will put the suggested plans through the planning
process, and if they block your light, etc, there will be an
objection raised. Unfortunately it is true that direct neighbours'
opinions don't count at all - saves the effort of diagnosing good/bad
neighbours. However, as I said, if you have an objection it is given
to the planning officer and he will make an assessment - but it is
not raised as an official objection.
