Why don't they use ADSL lines with lower bit rates for customers
further
away from the exchange. Many people would accept a bit rate less

512kbps - with the actual bit rate dependant upon the quality of the
lines<=

and connections (and weather) - especially if it was a true always on

approx 256kbps. I for one would :o)
It's a pity BT don't have a system where they could send an engineer to do

line test, who could give you an indication of your maximum bitrate -
and
then you could decide whether it was fast enough to subscribe.

over 128kbps with a low contention ratio would be worth considering.
