Do you actually have problems with your phones not ringing? If not,
then I wouldn't worry. The way that REN is calculated as part of the
approvals process usually means that it is hugely pessimistic for a
given device - net result is that you can exceed the sum of the
quoted RENs without a problem.

If you do have a problem with phones ringing feebly/intermitently -
then you can buy a REN booster from a number of sources - Maplin, BT,
Radio Spares, & I think Farnell all do them.
