As others have said, it's SIM-specific. The fact that it is
frequently appearing /after/ powerup on the Motorola suggests that
the Motorola is doing a frequent soft-reset (because it's software is
buggy, the SIM isn't properly seated or because the phone has faulty
hardware).

PS. This feature has absolutely nothing to do with "Flash" SMS
messages (SMS messages sent with a flag indicating they should be
displayed immediately on receipt).
