Off the top of my head the hex looking string should go into a meta tag on
each page of your site.
Internet Exploiter 6+ reads this and can interpret what your doing with any
data captured and can advise the user or deny access to the page, based on
their privacy settings.

The big text based disclaimer etc just has to be linked to from a prominent
position on your website, just as a legal/lawyer thing.
