    I don't think there is too much of a fine art here.It doesn't delay all HV operations , only a brief delay in the macro that is executing that contains the command. I would do it by trial and error until you find the point at which collisions occur and then I would be tempted to double it again to give you some leeway. I think this is what I did and I ended up with 0.2 seconds which is consistent with Andy & Steve's findings.  As it is a such tiny delay it won't effect anything. The problem is that if it is too close and a collision occurs then you go into the endless loop scenario which will stop everything X10 from functioning so you want to avoid that. Doubling may be a bit of an overkill though I admit.

The best delay I have got down to is 0.02 seconds, as per a write up on
Automated Home some time ago.
I think this delay needs to be kept to a minimum because it delays all
HV functions/actions - I'm sure someone will correct me if I'm wrong.

Yep, after much playing over the weekend I ended up with the same value.
I'm now trying to solve other problems. Hope it makes up for this in
it's
stability :-)
