I'd use imap mail server running on linux (free of charge) and a groupware
product like phpGroupware - http://www.phpgroupware.org.  If this product
doesn't have your needs trying search for groupware on freshmeat.net as
theres plenty of free ones listed.

If you want a good web based mail solution i can recommend imp
http://www.horde.org/imp.
