You could use HomeVision to do this (I'm using HV to control lighting and cameras via RS232 and RS485) but it might be 'more' than you need.
I recently bought a Kramer IR-1 IR to RS232 to control an AV matrix switch.  This is a dedicated IR/RS232 >from but I wonder if it could be uploaded with different code strings for your application.  Might be worth asking Kramer, cos if it can then it's probably exactly what you need.
 
BTW, if you do find something could you let me know please!

Depending on what lighting system I end up going for I may need a simple solution that can transmit an ASCII string over RS232 in response to various IR inputs. I know an Ocelot will do the job, but it is overkill given that I won’t be using ANY X10 (woo-hoo)
