If you could dedicated a machine to it - Ipcop (www.ipcop.org) or
Smoothwall (www.smoothwall.org) with DansGaurdian... you can specify what
to filter/what block message. (You can also transparently filter, so even
if they remove the proxy from IE... it'll still be filtered..etc).

Alternatively, check download.com? *frown* hehe.
