Yes.  I have several SBCs with 400MHz K6 CPUs and 128MB+ RAM, one of
which I use as a firewall.

Don't know about that.  Probably, but it may not be at all cheap.

Intel ones are quite common, as are Realtek (also supported on Linux).

Probably, but I reckon it would be more expensive than buying a 1U or 2U
chassis and using a standard motherboard.  The SBCs themselves aren't
cheap and getting a CPU that is physically small enough for the job
might cost a fair bit now.
