I haven't got any experience of running CAT5e and T&E in the same
conduit
others may be able to help there.

But on the big question.
I have set up the consumer units holding the DIN rails modules on the feed

That way all the modules are protected behide a 6A lighting breaker (one
for downstairs and one for upstairs).

i.e.   Power in to house -> main cu -> through 6A breaker -> to
x10 module
consumer units switch -> X10 module

That way I can switch off all lights from the main unit or can work on an
individual X10 consumer unit by switching it off at that particular unit.
