In my experience latching relays are less reliable than impulse ones so
unless there is a specific reason not to do so, I would use impulse relays.
Provided the coil voltage is as rated there is no problem with having them
energised permanently.

However, latching relays are useful in some circumstances. They can be used
when the power required to hold an impulse relay "pulled in" is
unacceptable. They are used in applications such as battery powered central
heating thermostats and, in fact, in most X-10 appliance modules for this
reason.
