It seems like the SliMP3 http://www2.slimdevices.com/products/slimp3/
could
do many of the things you are looking for with this project, given some
re-programming.  It has an "Open-source server, written in Perl
(GPL)" which
could be customised for other HA requirements.

It can transfer IR commands to a HA PC.
It could broadcast audio messages, possibly interupting MP3 playback.
It can display any info sent from the HA PC.
It seems to be expandable "The SliMP3 has an i2c bus that you can
control
directly over the network. Dallas Semiconductor has a number of interesting
i2c peripherals or you can roll your own i2c slave device using a
microcontroller." (from FAQ).
The developer is working on command line control.

Any Perl developers out there?
