As Robert was considering our service, I'd just like to clarify that our
Home Manager monitoring service doesn't need to be certified, as we don't

call the police - we call you and your neighbours/family/friends so you

an informed decision. We do offer a 'first response' solution
too so you can have a guard to attend alarms at your property if you so
desire,
another alternative to 'police calling' monitoring centres.
So, as long as we can understand the data coming out of your alarm, you

have monitoring from us with any mods you like (in theory at least!)

When I was having issues with my Comfort, I looked around for
something like this -- a simple serial output, nothing complicated --
and had no real luck. I did come across the Genesis system
manufactured in Aus -- I think the owner is a mate of Franks? - very
reasonable costs (although I don't know how much shipping would add).
Fortunately Comfort finally got their act together and the
replacement wasn't required.
In the previous place I lived I had a standard alarm panel (suppled
by Henrys) and wired an input/output board in parallel with the PIR
sensors. Worked quite well, I imagine you could do something similar
with a VIOM, PIC, rabbit or whatever, if you want to go the homebrew
route. You won't get it certified for connection to a central
monitoring station with mods like that of course...
