Indeed I am building one. Currently it is working and outputs serial
and
LCD data, not xAP messages. I would say it is not cheap as the hardware
on
its own is around 35 pounds including a PCB, aerial, PIC chip and
receiver
module etc. The latter is the killer at 20 pounds on its own. Mail me

interested).

Ian Bird is building one (on the xAP list), I don't know if he's
accepting commissions.
Other option is a GPS receiver. Extracting the time signal is easy if
the receiver has NMEA output. But the receiver needs a clear view of
the horizon, which may be problematic.
