Transformers up there too at his place, ours has the cheap mains
downlights that take the normal bulb on its side, as there is only 100mm
to the back of the roof and the halogens need more then that.

I dunno about over there, but here they have a pre-lining building
inspection after insulation has being stapled into place, they verify
clearances on the transformers at that time (In theory) and that there
are the right sized gaps for when the lights do go in.
