Mark,

As moderator of the list, surely it is down to if _you_ feel there should be
a change then go ahead and implement it.
If this were a democracy, there would not be a moderator.  It is not and
therefore, your word is law.

You may have had some complaints from a few members about the state of the
list but there are 600-odd members of which only a very few (< 50?) ever
post.  It may be the remaining 90% or so are happy with the way things are
(or it's just not a problem about OT stuff etc) and simply will not vote.
Does this mean we go with the will of those few (ie the regular posters no
doubt) who do vote? 
Better, IMO, to go with YOUR feeling on the state of YOUR list - afterall,
you're the one who will have to act on it!

The "lifecycle" of lists does have a ring of truth about it. 
As more and more ppl join, there will be a greater diversity of experience,
culture, ideas etc and consequently more scope for misunderstandings, OT
discussions, not entirely relevant to 100$ of the group discussions, flame
wars etc.
I don't think you can get back to the happy days of a small community full
of friendly ppl always ready to help each other out, giving as much to the
community as they get back etc etc , without basically ditching a load of
members who don't meet whatever criteria it is decided makes a 'good' UKHA
member and making it a closed group. 
Maybe there should be a closed group for UKHA purists, and another for ppl
who don't mind OT banter and accept that misunderstandings WILL happen, ppl
WILL have bad days, and that not EVERYTHING will be of interest to them.....
