If you've a proper IP stack on each node, then you can use IP
multicasts. Or you could have each zone as a different subnet and use
subnet broadcasts.

You could run dhcp/bootp on the headend so that nodes are basically
zero-configuration locally; identify each one by its MAC address and do
all changes on the server.

I'm guessing that the simplest development path would be a reasonably
dumb device (micro) that has enough smarts to drive an ethernet
controller, do really basic non-routing non-fragmenting IP, and enough
UDP to handle dhcp/bootp and the IR protocol.

Sounds like a fun project!
