A _really_ good tester uses TDR (Time Domain Reflectometry) to say where
the break is....  And of course tests the cable at network speeds.  We had
a lot of supposed cat 5 cable with some problems (so we mark them
"10Mbps
only"..)
Our meter is a Fluke (which seems to have halved its price the last year or
so.)
