But it _does_ make sense, if you assume that the main reason for doing it
is
to help to bugger incoming server connections and VPNs (on the grounds that
BT can then carry on charging Leased Line prices for customers who want to
do this.)

It shouldn't do. when fifty percent of your elase is left, the server
should offer you an extension as it were, for another lease period.
Only if your box gets turned off should you get a new address. In an
always-on connection environment, this makes no sense!
