theres some software called skycommander it was originally for Pads but
there may be a windows version out by now. this lets you fully customize
your PDA as a remote control.

Easy answer ... probably not, if it's an IRDA interface (which I assume it
is) that your Lattitude has then it's highly unlikely that that can be
driven in such a way as to produce IR remote control signals.
