Thanks for the pointers.  I rechecked the transistors and had indeed
transposed collector and base on both.  Having rectified this, both Led's
are permanently on when power is applied.  I have confirmed this with a
camcorder, R6 is no longer getting hot. I guess pin 3 is permanently high.
What's the likely cause of that?
