get free active perl from http://www.activeperl.com

use perl and some webscraping packages to download the webpage and
parse out the info.  example:
http://www.perl.com/pub/a/2003/01/22/mechanize.html

download blat command line mailer:
http://www.blat.net

make a system call from within the perl script to call blat and have it
send an email to your cellphone 1234567890@xxxxxxxxxxxxxx
