Well, we are all self-appointed in this matter. And you are the
self-made/appointed perp.

If, while walking down the street in front of your home, you witnessed a
real crime, what degree of lawlessness would you have to witness in order to
be spurred into the civil behavior of either attempting to stop or report
the crime?

Apparently you would not object to a bit of "reasonably innocent" graffiti
sprayed on homes in your neighborhood -- in fact you seem to be just the
sort that would _commit _ such "reasonably innocent" crimes.

How about a hit-and-run? How about ... -- what level of mayhem would cause
you to rise to your civic responsibility?

(You don't have to answer. It is axiomatic that the bad-guys never do. They
cause the societal damage that other, sometimes self-appointed, folks have
to prevent and repair. )
