Napco Gemini GEM-P816 Program User Codes with GEM-RP3DGTL

I'm having trouble programming user codes into my GEM-P816 system.  The
GEM-RP3DGTL keypad installation instructions are kind of misleading.

After selecting option 14, I entered the example code given in the
manual.  However, when I try to arm the system with the user code, I
get the 4 beeps indicating bad user code.

I've tried several different options, but can not arm my system (the
system is ready to arm with no faults).

One portion in the manual says for Area 1 and 2 options press *0 for
10.  Enter 0 for a blank.  Two lines above this, the manual says to
enter *0 for a blank.

The example code is 02 (for user number), 2 2 2 2 *0 *0 (for user
code), *0 9 (blank 9 for area 1 options), *0 *0 (blank blank for area 2
options).

I can't get this example code to work.  Anybody have any experience
with this system and keypad.  I'm ready to rip it out and go to Caddx.
