Well that is a honest answer.  Thanks Doug.

There is a whole lot more to the issue here than I have stated and that I
will not
elaborate on for various reasons.  However, since I have started this thread
I have found the answer.  (a friend loaned me his 2006 IBC)

For those that don't know (which seems to be many) the answer is as follows


[F] 907.2.7 Group M.  A manual fire alarm system shall be
installed in Group M occupancies having an occupant load
of 500 or more persons or more than 100 persons above
or below the lowest level of exit discharge.  The initiation of a
signal from a manual fire alarm box shall initiate alarm notification
appliances as required by Section 907.9.

So that means that smokes are NOT required.

And as such any thing that is done above the minimum will be accepted by the
AHJ
and must be installed as per NFPA 72.

Now everyone can go to sleep tonight knowing that all is now well in the
world.
