I rarely get a specification from the contractor/building owner/architect
detailing what is required, its normally just a vague "Provide a compliant
Fire Alarm system" or words to that effect and its left to the Fire alarm
contractor to specify the system in the quote.  I won't waste my time or
money having plans drawn until a purchase agreement is signed. Otherwise you
may run the risk of spending countless hours & hundreds of dollars on
blueprints, only to have the contractor/building owner take your
specs/prints/submittals and send them out for bid.

I quote the price based on past experience and with reasonable efforts to
determine what is likely to be required with the caveat that any
additions/changes etc. required by the City, AHJ etc. will be an additional
charge.

But to address the original question, I don't know the answer.
