DSC 1616,1832, 1864 Power Series has that feature.
DSC [990][InstallerCode] - Installer Lockout Enabled
You can't default the panel with that future turned on.
The Bosch G series has data lock. It's very tough to get around that one
too.
There are many other panel brands having similar features.
