Where you put the jack is a matter for you to determine and not your
customer.  If you're planning on placing it *inside* the control panel,
then the customer will have to have ready access to it.  If for some
reason the panel won't release the phone line, they have to have some
means of restoring service so they can use it.  You'll always find our
jacks inside the control panel.
