You need a little history lesson

Lebanon was in a civil war for 20 years, there was not an area that wasn't a
war zone.

Arafat's goons moved there after getting expelled by Jordan in the early
70's, they then spent most of their time attacking Israel along with a dozen
other radical islamic groups
