There are plenty of cases like that. If you are watching to video on a
composite monitor would be one case. If you had a video switch in place
already would be another. The cost advantages of IP is in many cases using
existing IP infrastructure. If you have to purchase IP cameras and an
expensive PoE switch and then run the CAT cabke then IP isn't the cheapest.
Distance is another factor. If you have runs longer than 100 m then coax
could be cheaper. There are many reasons to select conventional over IP
cameras. Cost is just one factor.
