Try contacting Olivetti. They had an "Active Badge" system in their research
lab in Cambridge UK in the 90's. No idea if they ever commercialised the
system. It was IR based and worked very well. I went to a lecture on the
system. Any member of staff could interrogate it over the web/lan and find
out where someone was, if they were in a meeting, nearest phone extension
number etc
