The 1016e is an older panel and has not been manufactured in quite some
time.
The 1016e can be programmed remotely via telephone line with the latest
version of Quickloader for Windows version 5.4.3 or earlier version of the
DOS based Quickloader. You didn't mention what version you're using.
"Local downloading" (Function 6) can be done if it has not been disabled in
the software.
Do you have the 1016e installation instructions? Starting on page 10 of
those instructions (from the year 1993) it talks about local downloading. It
mentions the use of a PCI2000 and a PCL2000 and function 6 local
downloading.
Although the PCI mini was manufactured in 1993 and was used on panels like
the MA 2600 and the MA 3000, the 1016e instructions do not mention the use
of a serial interface like the PCI mini in local programming.
