napco ma1016e local communication

Yes I know,the panel is old and outdated.  Could anyone please help. my panel
is a napco ma1016e, I would like to connect my computer to download and
upload programs. I have quick loader software and a pci mini with cable. I
have no luck communicating with panel. Any advise woule be helpful.
