How about marketing a portable monitoring kit for cell phones.

The kit consists of a penny whistle, with two notes, .... handshake and
kiss off frequencies. A tape cartridge with samples of 4/2 format code
on it, so the user can practice listening to and counting the number of
pulses after the account number, so as to determine if it's a burg or
fire signal. (ie. Followed by three pulses for burg, followed by 1
pulse for fire.)

That's all anyone would need.
