Some comments:
(1) The precise value of the timings mentioned here are not essential to
the protocol.
That is, an app that were to send its hbeats at different frequencies
until contacting the hub would still work perfectly well. Perhaps the
timings mentioned should be considered sensible defaults, but that apps
may allow these timings to be configured (within limits).

(2) I really like this doc - it conveys good clear information about the
behaviour of these things. Now this hasn't been mentioned here for a
while, but we *really* need a wiki to store this kind of thing.
