That usually means that the javax.comm.properties file does not exist in
the /lib directory of your Java install.
Have a look and make sure it's there - if not, try copying it from the
older version of the JRE into the new one.

Failing that, there are ways of forcing C-Gate 1.5 to run under the
older JRE - I can post details if the solution above doesn't sort the
problem.
