If I understand the request correctly, then it can already be done...

Suppose we have an X10 module for the kitchen light, which is currently
K1.

We set a global called KITCHEN_LIGHT to K1, representing it's current
X10 address.

In our determinators, we simply reference
Device={KITCHEN_LIGHT}
Instead of device=K1

Then in the future if we change the address of our kitchen light to K2,
all we need to do is update the value of the KITCHEN_LIGHT global to K2,
and it will take effect immediately in all of our determinators.

Is that what you had in mind?
