That's correct - when you switch a device on via the Manager, it
switches the displayed state immediately - without waiting to see the
status change in xPLHal.

The reason for this is that originally there would be a couple of
seconds delay while the X10 message was sent, and some users were
switching things on multiple times because they didn't see the state
change straight away and thought things weren't working.

So now the Manager updates the display immediately - even though things
are still going on behind the scenes.
