Ahhh - I just realised - the "application data" folder is hidden
by
default!!

Turn on hidden files :)

When you look for the plugins directory, how far into the directory
structure do you get before you get to the directory that doesn't exist?

Do you get as far as C:\Documents and Settings\All Users\Application Data?
If so, there should be a directory in there called xPL, and another inside
that called Plugins containing some XML files.

Are you running xPLHal Manager as a user with admin rights? Or just a
normal
user?
