As Tony says, this sounds like a DECT issue.

My BT Diverse DECT phones seem to work OK most of the time, though
sometimes the Meteor will pick up an extra digit from no-where, and
sometimes it misses them all together!

Yes it is, and it does work!

The international calls come through with the calling line name
parameter set to the word INTERNATIONAL.

So you will see:

Cln=3DINTERNATIONAL

In the xPL message for international calls.
