Or maybe it should send when on, but only worthwhile codes (like
power/play)?

I could set it so that when off or locked it sends all codes (sending raw
ir
if there's no match in the xml file) and when on only sending if there's a
match (from a separate list) but not sending anything if there's no match

Thoughts?
