xPL HUB

Hi All
Have been trying to assist a new xPL User who is having problems
getting started.....He  downloaded the xpl -hvision plugin and comfort
......started the hv plugin but he has no xpl devices listed in xpl
manager...When he checked services he has no xpl hub so im assuming this is
why he has no devices.....I was under the impression the hub was part of
xplhalsetup download on tonys site ??????...
