Not sure why it doesn't work.

If a determinator has no conditions, then it will always run when you click
the Execute Now option, or when you fire it from an event.

Could you zip up your C:\Program Files\xPL\xPLHal\data\determinator
directory and mail it to me off list please?
(and let me know the name of the determinator that is giving you problems)

That way I can see exactly what's going on and hopefully figure out why
it's not firing when no conditions are present.
