I've encountered the same problem. How exactly does one check this?
What am I looking for? Should it be running? Should it not? :-)

Would this be done by un-blocking ports as assigned in the
CLIENTS.XML?

Also, I've noticed some stutter in playback (I haven't explored
further yet) I'm hoping was simply traffic related. Are there any
buffer settings that can be adjusted to compensate for this?

Do I need to stop/update xml/start the service to update the
shoutcast streams list?

Overall, I really love this server/client solution for the Rio. I
would rank it as the best of any I've tried.
