Using xplhal manager I set the tts config item on the individual rio's
to the ip number and port number of the TTS server i.e. 192.168.1.115:48000

Also the message need to be directed at the rio, so the
target=tonyt-rio.office, I don't think they repsond to broadcast
message i.e. target=*

Check the cache folder for a file the same name as the text to be
spoken.  A .wav file means it is finding the TTS Server and .mp3 if it
is encoded by lame.exe ok.  The lame.exe needs to be in the cache
folder. Hope that helps.
